  19. The User Connectivity Working Group will study the problem of how to
  20. solve network users' end-to-end connectivity problems.

  22. Goals and Milestones:

  24.      Done Define the issues that must be considered in establishing a reliable 
  25.           service to users of the Internet who are experiencing connectivity 
  26.           problems.

  28.           Write a document, addressing the above issues, which describes a 
  29.           workable mechanism for solving User Connectivity Problems.  Address 
  30.           the above issues.  Submit this document into the RFC pipeline as 
  31.           appropriate.
